The creation of a regulatory framework for the establishment of duty-free shops in Brazilian twin cities has generated new economic dynamics and urban relationships in border areas, influencing even the representativeness of cities such as Uruguaiana in local and regional contexts. This article sought to understand the perceptions of duty-free shop managers regarding this business model. To achieve this objective, semi-structured interviews were conducted with seven managers who operate duty-free shops in six cities across the states of Paraná, Santa Catarina, and Rio Grande do Sul. These interviews, together with the economic data presented in the article, made it possible to examine and reflect on the profile, challenges, and potential of this sector from the perspective of those who deal with this business model on a daily basis. Among the findings, all respondents reported being satisfied with the performance of their businesses, and nearly all intend to expand their operations. Among the main areas for improvement, they highlighted the need to increase the duty-free shopping allowance. Regarding expectations for the future, managers operating in smaller cities emphasized the need for public and private investments in regional attractions, both to increase the number of tourists and to encourage longer stays in these locations. The expectation of an increase in the duty-free allowance was also mentioned again, and one respondent expressed concern about possible market saturation. Overall, the analysis of both the managers’ perceptions and the economic data of this market - which effectively began in 2019 with the opening of the first store - indicates that this special customs regime functions as an incentive for the promotion of new businesses and as a strategy for regional development.
